Xate is an ordinary woman from Midyat with eight children in tow. The only thing that sets her apart is her husband's job as Mayor of Midyat. Until, that is, an extraordinary day changes her life - and the lives of everyone else in Midyat. For the illiterate, uneducated Xate becomes Mayor of Midyat! While she takes on her mayoral duties much as she does those in her house, the infantile rivalry between her children in municipal matters leads to adventures that have the Midyat folk howling with laughter.

Sundarapandian, an orphan and angry man, is the henchman of a rich man Manivannan and he often went to jail for minor offenses. Karthikeyan enters his house as a maid and he falls with his daughter Kalyani. In the meantime, Mallaria, an orphan, tries to reform Sundarapandian and they fall in love with each other. One day, a poor girl Chellayi is raped and killed by a corrupted MLA. Sundarapandian and Mallaria finally get married, they decide to leave the village but they don't have enough money. Manivannan prepares his daughter's wedding with the MLA and Manivannan orders Sundarapandian to kill the innocent Karthikeyan. Sundarapandian, who is now a good man, decide to join the young pair. What transpires later forms the crux of the story.
The film´s title designates a luxury housing block in Moscow, built around 1930 for Stalinist officials. This is something we cannot see. Not really. But somehow, we can, because we are being shown the interior and the roof of an empty-looking building: dark stairways, rooms, corridors and halls, along with glimpses of a metropolis at night in the background. Most of all, however, this film shows vibration: it is vibration. A phantom-like figure (in the end there will be two) moves through these spaces ditheringly, attached to bright filaments reminiscent of a gigantic web. Vibration pervades everything we are being shown here – all of the house and all of the image. It all jerks in a stop-motion-like non-movement caused by changes in the lighting.

(one projector is hand-held by the filmmaker and moves during performance) Government Property acknowledges a film's familiar function to present the illusion of another time and space while, at the same time, presenting elements which allow the viewer to also experience an event in the present tense. The latter is suggested by including elements of the projection experience such as interchanging images amongst the projectors, shadows, and varying the size and position of the hand-held projected image. The title originated from the words "government property" which are printed on each sheet of toilet paper in the British Museum.
